Healthcare reforms in Uzbekistan: Regulatory transformation and sustainable development

Abstract

This article provides a comprehensive overview of the key directions in the regulatory and legal transformation of the healthcare system of the Republic of Uzbekistan from 2016 to 2025. It analyzes the main stages of sectoral reform, including the development of emergency medical services, the implementation of digital technologies, the establishment of a mandatory health insurance system, support for the private sector, the modernization of the pharmaceutical industry, and the reform of medical education. Particular emphasis is placed on the draft Code on the Health of Citizens, which serves as a strategic document aimed at systematizing healthcare legislation.
